B1032 - Officer's Letter Of Reproach

This is a very interesting letter written by Captain and AQM James Fowler Rusling on the direct order of General Daniel Sickles to Captain and AQM Charles L. MacArthur informing him that the General believes he is sending in all too many requisitions and instructing him to streamline his system. The problem was, apparently, so distressing to the General that he has ordered a �Circular� to be prepared and sent to the various brigades. MacArthur is also taken to task for not having sent for �those balls & chains and handcuffs� that were to be distributed to specific regiments �as they were drawn for that purpose by Capt Perkins by General Sickles' order.� This is a handwritten note filling two pages of a four-page folio. With it I will include the military history of both captains and a likeness of Rusling. The document is in very fine condition.
